In a significant move towards fostering lifelong learning, democratic participation, and civic engagement, Saxony-Anhalt has expanded its educational leave policy. The new provisions, set to come into effect on September 1, 2026, allow employees to take leave for educational purposes, political education, and volunteering activities.

The updated policy offers more flexible opportunities for employees to pursue continuous education. Employees can now apply for up to 10 days of leave for recognized training and qualification courses relevant to their professional or personal development. This includes language training, professional certifications, or environmental studies.

Moreover, the policy explicitly enables leave for participation in political education programs, reflecting the state's emphasis on enhancing democratic knowledge and civic responsibility among citizens. Employees are also entitled to educational leave for voluntary work, recognizing the importance of civic contribution and social engagement.

The number of applications for educational leave in Saxony-Anhalt per year has been in the double digits for the entire state. However, usage has been scarcely used by employees, with less than 100 employees taking advantage of the offer per year. With the new policy, it is hoped that more employees will seize these opportunities.

The law for educational leave in Saxony-Anhalt was coordinated with employers and trade unions to ensure a smooth implementation. Employers are expected to contribute to this implementation, and employees will have five additional free days available as educational leave per year.

State Secretary Jürgen Böhm emphasized that political education and volunteering are not a private hobby but are essential for lifelong learning and future viability. He also stated that educational leave is about promoting continuous learning and ensuring the workforce remains competitive and engaged in democratic processes.

The bill for the expansion of educational leave in Saxony-Anhalt has been voted on by the state government and needs to be passed by the state parliament before it becomes law. The new policy in Saxony-Anhalt is part of a broader trend in German states to integrate lifelong learning, political consciousness, and volunteerism into labor rights frameworks.
