VIBE CITY, VIETNAM - Prime Minister Pham Minh Chinh led a late-night huddle with key cabinet members and ministries on May 17, focusing on the drafting of two groundbreaking resolutions for revamping Vietnam's public health care and education systems.

Revolutionizing Public Health Care

The first draft, regarding public health care, sets ambitious goals to address the nation's evolving healthcare needs. The resolution emphasizes a focus on eliminating hospital fees, promoting regular health screening, and expanding access to vital vaccines. Moreover, it strives to enhance the quality of healthcare services, secure medical resources, and maximize scientific research and technology implementation.

Pivotal proposals include fostering a transformative mindset in healthcare leadership and implementation and bolstering the health system's capacity, with a particular focus on preventive medicine, community healthcare, and traditional medicine practices. To attract and retain high-caliber medical professionals, the draft includes enticing incentives for health workers.

Additionally, the draft stresses healthcare finance reform, innovation, and digital advancement, aiming to boost private healthcare development.

Following the productive discussion, PM Chinh urged all parties to expedite the finalization of the draft, incorporating existing resolutions, strategies, and conclusions. Emphasizing the importance of inclusivity in the process, he requested a comprehensive approach that identifies true breakthroughs to meet the public's rising expectations.

Emphasizing that health protection is essential, strategic, and long-term, PM Chinh highlighted the need for special mechanisms and policies, particularly in public-private partnerships, to drive healthcare improvements and ensure decentralization, simpler administrative procedures, and the eradication of the "ask-give" mechanisms.

Exceptional attention was given to addressing healthcare disparities in remote locations, border regions, islands, and among ethnic minorities, as well as investing in grassroots healthcare, tackling the aging population, and fostering the pharmaceutical and vaccine industries.

Education Revolution

During discussions pertaining to the education draft resolution, PM Chinh acknowledged past accomplishments while simultaneously addressing existing bottlenecks. He called for a dynamic resolution that modernizes Vietnam's education system, expanding equitable access, and bolstering overall quality.

The resolution must spearhead vocational reform, enhance workforce skills, modernize higher education, promote high-quality human resources, and encourage innovation and research, he said.

Key breakthroughs outlined in the draft include enhancing administrative control, unlocking creativity, reforming finance policies, investing in modern learning facilities, implementing digital transformation, and bolstering foreign language education— especially English and digital and AI literacy. Cultivating a highly-skilled, high-tech workforce with a focus on innovation-driven growth is at the core of these breakthroughs.

PM Chinh demanded clear delineation in the resolution's scope, encompassing general, vocational, higher, and post-graduate education. The resolution should include measures to ensure equitable access, especially in remote areas, and establish a comprehensive roadmap for foreign language education and arts, culture, and physical development education to raise well-rounded individuals.

The Government leader directed the development of strategies for vocational training, improving skills, and post-graduate education in emerging fields, along with elite talent programs. He emphasized enhancing teachers' skills, infrastructure, and optimizing the national education network. He also asked ministries to engage stakeholder feedback and complete critical documents for swift submission to the Politburo.

These draft resolutions, once finalized, are set to deliver significant improvements to public healthcare and education in Vietnam, focusing on systemic advancements, digital transformation, and equitable access for all citizens.
